GreenREFORM-EU is built and maintained by DREAM, an independent Danish institute of about thirty people who develop and run economic models.
DREAM builds MAKRO, the macroeconomic model used by the Danish Ministry of Finance, and GreenREFORM, the climate and environmental model used in Danish climate policy, including the work of the expert group on green tax reform.
GreenREFORM-EU descends from that work. It was developed for finance ministries, planning bureaus and emissions agencies in EU Member States under the European Commission's Technical Support Instrument, and generalised under version 2.0.
Version 1.0 was funded by the European Commission through the Technical Support Instrument. Version 2.0 was funded by the KR Foundation. The Danish benchmark data set was produced by Statistics Denmark.

GreenREFORM-EU has teams in four countries and is involved in global sister projects.
Every participating country has a country team located e.g. at the Ministry of Finance in the respective country. Each institution calibrates the model to its own accounts and energy balances.
